Hi,
There are many like Photoshop, PhotoPlus, Paint Brush and others commonly available. I know a good software for photo enhancement called imagic-photo dot com. You can do as you think with the help of this software. Imagic Photo is a revolutionary new digital image and photo enhancement software that turns your pictures into stunning, professional, straight out of a glamour magazine look.

Good luck!

Everybody knows Photoshop. Other popular software include: ACDSee, PhotoImpact, Roxio and Corel Photo Software. Besides, if you prefer Photoshop, but it is too expensive or too complicated for you, try out Photoshop Elements. It is easy-to-use, allows you to do interesting tricks with your photos and costs 6 TIMES less than a 'real' Photoshop.
