What are we encouraged to do, vote on a single photo we like and rate it or rate all submitted photos?

in my opinion, the more images you rate the more fun the users get...

Thanks for the reply. I figured the same, than may I suggest you change the term vote to rate to help encourage everyone to rate more photos rather than voting for their favorite. Maybe changing the instructions to reflect this would also help.
